APR 211982 <br />Mr. Block was the unanimous first choice of the committee, composed <br />of the Judges and representatives from the Bar Association. <br />C.E. Block the number one firm chosen by the committee was contacted <br />and requested to make a proposal to include his fees and approach <br />to the project, The then County Administrator, Nelson prepared an <br />agenda item under memo dated February 23, 1982 for consideration at <br />the Board meeting of March 3, 1982, a recommendation concerning <br />Mr. Block's fee and proposal. This matter was not considered at that <br />meeting due to the heavy work load on that particular agenda and was <br />deferred until the March 10th meeting. At that meeting Staff request- <br />ed that the item:be deferred until a later date in order that we <br />might present a more complete package and recommendations to the <br />Commission. <br />Mr. Block has complied with the request and has presented for con- <br />sideration the standard form of agreement between the owner and <br />architect, 1977 edition. As you will note in the agreement, Section <br />14.1 provides for initial payment by the County of $500.00 upon <br />execution of the agreement and will be credited to the owners <br />account. The remaining portion of the agreement for basic services <br />is a $40.00 per hour charge up to a maximum of $10,000.00 total cost <br />to cover the basic services indicated in the agreement. Those ser- <br />vices are outlined in 1.1 through 1.5 of the agreement. Article 15 <br />of the agreement covering other conditions or services should be <br />noted that number 1; mechanical, electrical and plumbing engineering <br />shall be considered a reimbursable expense at the actual cost to <br />the architect. This service shall be done only if deemed necessary <br />based upon the architects recommendation and shall not exceed the <br />amount of $2,500.00 total. Additionally under Article 15 the Arch- o <br />itects fee is based on interior improvements only. <br />RECOMMENDATIONS <br />It is recommended that: <br />1. The Board approve Mr. Block's proposed contract dated <br />April 12, 1982 and authorize his firm to perform the <br />necessary services. <br />2. The Chairman be authorized to sign the standard AIA <br />contract. <br />Commissioner Lyons asked the Attorney if he felt the <br />agreement in the back-up material appeared to be a <br />satisfactory agreement. <br />Attorney Brandenburg noted that he would recommend two <br />changes in the agreement: a more specific scope of work of <br />the project, with limitations on the dollar amounts; and to <br />indicate an on-site representative. <br />Motion was made by Commissioner Lyons that the Board <br />accept, for conceptual approval, the choice of C. E. Block <br />as architect, with the understanding that the Attorney will <br />work out two changes in the agreement and that it be brought <br />back to the Board. <br />Commissioner Fletcher seconded the Motion for purposes <br />of discussion. <br />
