r <br />APR 2 1992 600K 4 FAGE418 , <br />ALTERNATIVES AND ANALYSIS <br />FEMA project application for financial assistance must be accom- <br />panied by a letter of intent from the Commissioners stating a <br />commitment to the completion of EOC if local funding is <br />available. FEMA matching funds are available for FY 82 providing <br />all criteria is met within the designated time frame. Letter <br />of intent should be in Tallahassee by April 30, 1982. Upon receipt <br />of this letter ,FEMA will earmark matching funds. <br />A. Instruct Staff to draft a letter of intent for the <br />Chairman's signature stating the County's position to <br />provide a recognized EOC facility if local funding is <br />available. <br />RECOMIZIENDATIONS <br />Staff recommends approval of Alternative A. <br />Commissioner Fletcher inquired about the recognized <br />Emergency Operations Center (EOC) facility. <br />Assistant Administrator Greene commented that the <br />facility must be built according to certain state and <br />federal standards. <br />Commissioner Fletcher wondered if it was possible to <br />have the EOC in the new Administration building that would <br />meet specifications. <br />Lee Nuzie, Civil Defense Director, approached the Board <br />and commented he thought they could be in the Administration <br />Building if the protection factor was met. He added that, <br />in the past five or six months, federal funding for Civil <br />Defense has been made available. <br />Chairman Scurlock noted that Commissioner Wodtke was <br />the designated representative on the Board, and Mr. Nuzie <br />should work with him. <br />Lengthy discussion followed regarding use of the <br />Administration Building, and of the matching funds and <br />conditions. <br />Commissioner Lyons suggested letting this matter be <br />tabled until more detailed data was available on what was <br />being proposed by Civil Defense, and how much the County <br />will have to pay in matching funds. <br />
