APR 211982 49 PA�- 422 <br />Commissioner Fletcher stated that the County should <br />look for a more centrally located site; and possibly the <br />rates could be lowered. <br />Chairman Scurlock commented it seemed an absolute waste <br />to fill up a landfill with clean debris, thereby shortening <br />the life of that landfill. <br />Lengthy discussion followed regarding clean fill, and <br />the possibility of finding a landfill site that the DER <br />would approve. <br />Attorney Brandenburg stated there was a problem with <br />the proposed contract as the Engineering Department reported <br />they omitted a cost provision; that item would have to be <br />amended. <br />Commissioner Bird -asked the -Attorney for his <br />recommendation regarding the matter. <br />The Attorney commented that the Board could have the <br />proposed agreement corrected and brought back to the Board, <br />or they could approve the agreement subject to the change <br />being made in regard to the compensation. <br />Dan Morrical, of Post, Buckley, Schuh & Jernigan, came <br />before the Board and explained that there was a <br />typographical error in the final draft of the agreement; the <br />150% provision was omitted. <br />Commissioner Fletcher inquired if an individual could <br />have a landfill. <br />Mr. Morrical briefly explained that this would be a <br />Class Three Landfill and would require a permit signed and <br />sealed by a registered engineer, but the restrictions would <br />be less stringent. <br />More discussion followed along those lines. <br />On Motion by Commissioner Lyons, seconded by <br />Commissioner Bird, the Board unanimously approved the <br />agreement with the changes to be made, and authorized the <br />signature of the Chairman. <br />
