APR'2 11982 <br />i7W/Klr, <br />49 F�,E' <br />On Motion by Commissioner Wodtke, seconded by <br />Commissioner Lyons, the Board unanimously approved <br />out -of -County travel, if funds were available in the budget, <br />for the County Attorney to attend the Sewage <br />Treatment/Wastewater Disposal Workshop in Orlando May 21, <br />d <br />1982. <br />TRAFFIC CONTROL - JUNGLE TRAIL <br />The Board next considered the following request dated <br />April 12, 1982: <br />TO: Tle Honorable Manbers of the <br />Board of County Ccannissioners <br />Thru: David Greene, <br />Acting County Administration <br />FROM: Michael L. Orr� <br />Traffic Engineer <br />DATE: April 12, 1982 Fl LE: <br />SUQ',JECT' Traffic Control - <br />Julgle Trail <br />REFERENCES: Letter 3-22-82 <br />Ruth Stanbridge <br />At the request of the Jungle Trail Ad Hoc Committee, it is recommended <br />that determination of traffic control for Jungle Trail by the County <br />Coimission be given formal consideration and authorization. <br />Description and Conditions <br />A form of traffic control is required for Jungle Trail. Due to its uni- <br />que characteristics, (e.g. unpaved, narrow, winding roadway; recreational <br />use by pedestrians and motorists; residential and commercial land uses; <br />and proximity to the Indian River) the method of controlling traffic will <br />need to be flexible to prevailing roadway conditions. <br />Alternatives and Analysis <br />1. Post the legal speed limit. Several problems have been identified <br />with this alternative: <br />a. Visibility of speed limit signs within a lush landscape is <br />limited, thus providing difficulties with observance by <br />drivers; <br />b. Posting a 25 MPH speed limit does not conform with Florida <br />Statutes Chapter 316.189. Establishment of a legal speed <br />limit based upon F.D.O.T. proccdures would not be realistic <br />to conditions found on Jungle Trail; and <br />c. Assut;ption of long-term maintenance of a set of speed zone <br />signs. <br />
