APR <br />211982 <br />BOOK 49 <br />F��� 442 <br />Attorney <br />Jerome Quinn came before the Board representing <br />the <br />applicant, Joseph Fedele, who wishes the R -2D zoning so that he <br />can divide his 21 acres into 47 lots which will allow duplex <br />construction. Attorney Quinn emphasized that the rezoning being <br />requested is not only well within the limits of the Comprehensive <br />Land Use Plan,,but it serves one of the objectives of the Land <br />Use Element by providing a transition area between differing land <br />use intensities. He noted another objective of the Plan is to <br />prevent spot development and felt the fact that this is so <br />closely aligned with Vero Beach Highlands would make it much more <br />economical to the county in providing services to this particular <br />area for which the Land Use Plan has projected substantial <br />growth. In regard to the concerns expressed about drainage, <br />traffic;- changing the character of the - "neighborhood, etc., <br />Attorney Quinn pointed out that site plan approval is a very <br />substantial safeguard, and the proposed duplex type development <br />would have much stricter controls than a single family <br />development. He further informed the Board that at the Planning <br />and Zoning Commission meeting of March 25th, the exact same <br />zoning request made by General Development for a 43 acre parcel - <br />within 500' of this parcel was granted at that level. Mr. Quinn <br />emphasized that his client's plan is consistent with the Land Use <br />Element, and he felt it would be an asset to the neighborhood. <br />Commissioner Lyons noted that petitions had been received <br />opposed to the proposed rezoning, as follows: <br />42 <br />
