APR 211992 Box 9. PA&E.458 <br />Gene Waddell informed the Board that he lives in the R-lE <br />section across from the proposed development. He agreed with <br />the proposal in the Land Use Plan to provide for smooth <br />transition between zones, but felt to put multiple family <br />development where it is bordered on three sides by single family <br />and one side by Agricultural would amount to spot zoning. Mr. <br />Waddell expressed confidence in the Richardson's and felt <br />whatever they do, it will be a nice development, but it was his <br />opinion that single family would b very.salable in this area and <br />much better than having condominiums. <br />Carol Dean came before the Board and read a letter from <br />) <br />Grace Derascavage, area resident,objecting to the proposed <br />rezoning on the basis that it would change the character of the <br />lifestyle�df the peopl-b in the area, destroy their privacy, <br />decrease the valuation of their property, and have an adverse <br />impact on water and traffic. <br />John Lopes of West Side Drive spoke in opposition to the <br />change in zoning, stating that the 'vast majority of the people in <br />this area feel it would be both detrimental and unfair to those <br />who purchased in expectation of a certain type life style which - <br />will not continue if multi family units are erected in proximity <br />to single family development. <br />Robert Reider of Reef Road had a question of Gene Waddell <br />who had referred to 40 homes, and Mir. Waddell explained that what <br />he was referring to was the 40 acres in each section. <br />Jim Young of 8136 25th St. and developer of the R -1E <br />property in this area, explained in detail how he came to develop <br />this property as R -1E at the insistence of late Planning Director <br />Val Brennan as being the only condition on which the property <br />would be exempted from being rezoned to Agricultural. Mr. Young <br />stated he was happy to go along with this because he did not want <br />high density and believed this would assure there would be none <br />in this area in the future. He felt the County already has <br />compromised this by allowing a subdivision with two houses per <br />
