MAY 51992 <br />-009 49 PA -F J� <br />Section 4 - Duties of the County Administrator - Item B, page 3 - <br />regarding report to the Board on action taken and an annual report, <br />it might be appropriate to establish a due date for the annual report <br />that is to be submitted to the Board of County Commissioners so that <br />this would be locked in concrete and a time certain date be estab- <br />lished as to when the report should be submitted. <br />Section 4 - Item K - regarding the employment or removal of a Depart- <br />ment Head shall require confirmation by the.Board of County Commissioners. <br />Perhaps it would be helpful to clarify whether or not the appointment <br />must occur at an established Board Meeting based upon a written <br />recommendation for one candidate by the County Administrator and as <br />well as if the same procedure would be followed with regard to the <br />removal of that Department Head.stating the reasons for the appointment <br />and/or the written reasons for the removal as well. <br />Section 4 - Item L - does the County Administrator need Board approval <br />to suspend a Department Head? If that is the -.-.case perhaps we should <br />expand Section K to cover dealing with the employment removal and/or <br />reprimand and disciplinary action involved with a Department Head <br />level employee. <br />Gary I believe the ordinance to be very well written and if you would <br />like to further discuss any of my thoughts and ideas I will be pleased <br />to do so. <br />Commissioner Lyons referred to the second paragraph in <br />the memorandum and commented that he would not like the feeling <br />of living year to year on a job; it did not seem to be a way <br />for a person to feel a loyalty to their employer. <br />Commissioner Bird agreed. <br />Chairman Scurlock stated he did not have any problem <br />with that recommendation. <br />Commissioner Lyons also thought that establishing a due <br />date for an annual report was a good idea. <br />The Chairman inquired if there was a grievance procedure. <br />Mr. Greene responded affirmatively. <br />Discussion ensued regarding the proposed ordinance and <br />the Board agreed to incorporate the suggestions as outlined <br />and discussed in Mr. Greene's memorandum of April 30, 1982. <br />In the second paragraph of Section 3 of the proposed ordinance, <br />it was agreed to delete "and department heads" and "organize <br />and" in the first sentence. <br />
