MAY 19 1982 <br />TO: The Honorable Members of DATE: May 11, 1982 <br />the Board of County Commissione4s <br />FILE: <br />SUBJECT: Addendumoto basic agreement with <br />Post, Buckley, Schuh & Jernigan, <br />Inc. <br />Re: 1982 Bi -Annual Report <br />FROM:Davi d L-' REFERENCES: <br />Greene <br />Assistant County Administrator <br />DESCRIPTION AND CONDITIONS <br />Enclosed please find proposed addendum to the basic agreement for <br />professional services whereby Post, Buckley, Schuh and Jernigan, <br />would continue to serve as the County's solid waste consulting <br />engineering firm. They will have the responsibility for preparation <br />and submission of the Bi -Annual Report regarding the solid waste <br />operations for the County's Landfill.- The requirement for` the <br />Bi-Ahnual Report is contained within the bond convenants that <br />established the relationship between the County and the Bond,Holders <br />with regard to the operation of the Landfill. <br />Staff has had several meetings and discussions with representatives <br />of Post, Buckley, Schuh and Jernigan with regard to their proposal. <br />At the present time, Post, Buckley, Schuh and Jernigan has indicated <br />willingness to perform the necessary work to meet the requirements <br />of the bond convenants for a total fee not to exceed $14,900.00. <br />Basically the Bi -Annual Report is to address three overall topics; <br />1. Deals with the condition and adequacy of existing equipment, <br />need for repair, replacement and needed equipment to meet <br />anticipated needs over the next two (2) fiscal years. <br />2. The performance and adequacy of existing labor necessary <br />to efficiently operate and maintain the existing and <br />anticipated new equipment and facilities during the <br />next two (2) fiscal years. <br />3. The adequacy of system revenues that are derived from user <br />charges and/or other services to pay the projected cost of <br />operating and maintaining the equipment and facilities, <br />existing and proposed, during the next two (2) fiscal years. <br />ALTERNATIVES AND ANALYSIS <br />Alternative #1 - Accept enclosed proposed addendum. <br />Alternative #2 - Seek additional proposals in accordance with <br />the Competitive Consultant Negotiations Act. , <br />The chief advantage of Alternative #1 is that Post, Buckley, Schuh <br />and Jernigan have been the County's Landfill consultants from the <br />beginning of the project and are very familiar with the day-to-day <br />operations of the Landfill, existing personnel, equipment and the <br />like. Therefore, presumably due to this familiarity it will be <br />less expensive for them to perform the work for the County than <br />an other firm. <br />
