2) Designation of a private non-profit agency as the <br />Provider <br />3) Designation of a private, for profit operator as the <br />Provider. <br />Mr. Pollock continued to review the advantages and <br />disadvantages of each alternative and did not see a place <br />for this in the County administrative structure at present. <br />He felt probably the biggest hurdle in putting this program <br />together is the initial cost to get it set up and going and <br />estimated it would cost about $30,000 the first year to get <br />the coordination personnel identified, as well as <br />bookkeeping staff, etc. <br />Commissioner Lyons questioned the likelihood of <br />generating any savings by setting up a program which <br />requires an initial expenditure of $30,000 and noted that <br />this is another case where the State mandated but did not <br />appropriate funds. He inquired about the possibility of a <br />volunteer organization acting as a clearinghouse to <br />coordinate this activity. <br />Mr. Pollock stated that one component of the plan could <br />be a clearing house, but not necessarily on a volunteer <br />basis. He noted that this program will not eliminate <br />volunteer transportation. <br />Commissioner Lyons wished to know if a volunteer group <br />would meet the requirements of the law. <br />Miss Cochran pointed out there are other functions that <br />need to be done other than just referring clients. The <br />Provider agency would have to do some sort of record <br />keeping.
