Phase I <br />Phase I water improvements would consist of'the construction of an 8 inch <br />water line from 8th Street south along 20th Avenue to Oslo Road, approxi- <br />mately 10,6:00 feet, and the extension of the 20" waterline from 18th Ave- <br />nue to 20th Avenue, approximately 460 feet. 'By constructing these water <br />lines, water service would be provided for the Ixora Utilities Service <br />Area. See attachment 2 which was prepared by our consultants for the <br />proposed scheduling of this work. Also included in Phase I, would be the <br />purchasing of the Treasure Coast and Ixora Water Utilities. Please note <br />that the required waterline connections to the Treasure Coast Utilities <br />had already been made under Contract Part I of the original South County <br />Water Treatment System. <br />The estimated construction cost of the 8" and 20" waterline extensions <br />is $87,890 and -the engineering cost based on the FmHA fee curves will be <br />$5,410 for design and construction surveillance. <br />Phase II <br />Phase II of the proposed water improvements would- consist of the expan- <br />sion of the South County Water Treatment Plant and additional water dis- <br />tribution lines. The exact expansion size and extent of the distribu- <br />tion will be determined once a detailed cost evaluation has been com- <br />pleted of the monies available for the expansions. Once the evaluation <br />is completed, our consultants will present a proposed schedule of the <br />implementation of these funds to the Board for their evaluation and <br />approval. <br />Also included in Phase II of the proposed water improvements is the ne- <br />cessity of the Well Field expansion. This work included the addition <br />of a raw water well along with the inter -connecting piping to the water <br />treatment plant and the associated hydrogelogical consulting expenses. <br />B. Wastewater Improvements <br />The wastewater improvements will consist of the purchase of the Trea- <br />sure Coast and Ixora Wastewater Utilities, the abandonment of the <br />existing wastewater treatment plants and the construction of new pump- <br />ing stations and force mains. The new facilities will transmit the <br />wastewater to Indian River County's treatment facility at Vista Royale, <br />In order for this work to be completed in accordance with the Consent <br />Order issued.by the DER, our consultants have prepared an implementa- <br />tion schedule which should be followed in order to meet the required <br />specified time period in the order. See attachment 2. <br />The cost of these improvements is $733,622 as outlined in the FmHA loan <br />application. <br />Recommendation & Funding <br />1. Agreement for Engineering Services <br />It is the recommendation of County Staff to approve the execution of <br />Modification No. 7 to the. Engineers, Sverdrup & Parcel and Associates, <br />Inc.'s Original Contract Dated December 20, 1972, for the additional <br />engineering -required to implement the additional $2,017,100 for water <br />improvements and $733,600 for wastewater improvements. <br />2. Water Improvements <br />It is the recommendation of County Staff to authorize the Consulting <br />Engineers to begin the design of the Phase I waterline extension in <br />order to provide water to the Ixora Utilities Service Area. <br />MAY 19 199 21 <br />z' <br />
