G. Section 9 does not deal with the number of franchises the <br />County can grant rather it deals with the method for transfer <br />of a franchise. Each new franchise would require a public <br />hearing at which -time the County Commission would ascertain <br />the need for additional service providers. - <br />H. All requests for rate increases in residential services would <br />be considered by the County Commission under the provisions <br />contained in the franchise for rate increases. <br />Whether or not you regulate commercial rates is a question <br />that will have to be answered by the Commission. <br />I. With the record damage recoveries now being collected by <br />individuals in law suits today, an increase in the insurance <br />coverages is advisable. Your objections to these matters will <br />be forwarde$ to the County Commission. -_ <br />J. Your objection will be forwarded to the Commission. <br />K. I believe that taking the entire document as a whole the fran- <br />chise holder's rights are spelled out. Any suggestions you <br />may have in this regard would be appreciated. <br />L. No. <br />M. I do not understand your comment. If an individual is not <br />mandated to subscribe to your garbage service, he/she is <br />certainly not mandated to subscribe to a "trash" service. <br />N. This provision reads the same as currently exists in Rural's <br />franchise. The last sentence also remains unchanged. <br />0. Your objection will be passed on to the County Commission. <br />P. This section has been eliminated as the proposed draft gives <br />Rural Sanitation Service the entire unincorporated area as a <br />franchise area. <br />Q. This language has been modified. <br />I hope these comments will be useful to you and your clients. I <br />have scheduled the enclosed rewritten franchise agreement as well <br />as the franchise for Waste Management of Florida for consideration <br />by the County Commission at 10:00 A.M.
