O. As to Section 20. We object to the 5% tax of gross <br />revenue. We would have to have a higher fee. Every <br />increase has meant the loss of customers, who then start <br />indiscriminate dumping. Again, additional bookkeeping costs <br />to the company. <br />P. As to Section 22. This needs to be clarified. Rural <br />is picking up in municipalities under franchises. <br />Q. As to -Section 24. Your comments <br />and suggestions have been very helpful. The following are my <br />responses which correspond to the lettered paragraphs in your <br />letter of May 3, 1982: <br />A. The proposed franchise agreement with Waste Management will <br />give the County Commission the right to 'fold a public hearing <br />to consider the company's performance at any time. A similar <br />provision has been included in the proposed updated franchise <br />agreement for Rural Sanitation Service. <br />B. The matter of the extent of the franchise area is one that <br />will have to be decided by the County Commission. It should <br />be noted that the proposed updated franchise for Rural <br />Sanitation expands the franchise area to include the entire <br />unincorporated area. <br />C. Section % provides the County with the ability to adopt <br />regulations to cope with the changing conditions of the County <br />over the twenty year life of the franchise agreement. It <br />should be noted that this provision currently exists in Rural <br />Sanitation's franchise. <br />D. See, answer to C above. This provision also exists in the <br />current franchise with Rural Sanitation. <br />E. This section has been modified pursuant to your request and is <br />reflected in the attached update. <br />MAY 191982 <br />
