establish this rate if it turns out that it is not <br />necessary. <br />Commissioner Wodtke agreed to substitute "may <br />4 - <br />establish" for "will establish" and Commissioner Bird <br />seconded the Motion. <br />i <br />Chairman Scurlock felt strongly that we should <br />establish a rate structure for both residential and <br />commercial when we have sufficient information available. <br />Commissioner Lyons felt if we are going to have <br />residential rates, we should have commercial rates, and in <br />order to provide stability, they should be established <br />within 60 days rather than six months. <br />Chairman Scurlock asked if staff would have time to do <br />such analysis in a shorter period, and Assistant <br />Administrator Greene pointed out that staff is going to be <br />very tied up with budget sessions during the summer, and he <br />would opt for the six month period. <br />Commissioner Lyons noted that he would settle for 90 <br />days, and Chairman Scurlock stated that he would prefer we <br />move in a timely fashion. <br />The Chairman called for the question. It was voted on <br />and carried unanimously. <br />Motion was made by Commissioner Bird, seconded by <br />Commissioner Lyons, to adopt Resolution 82-50 authorizing <br />assignment of the Indian River Sanitation Service Franchise <br />to Harris Sanitation, Inc., a wholly owned subsidiary of <br />Waste Management, Inc., of Florida, with modification of the <br />franchise agreement as provided at this meeting. <br />Commissioner Wodtke wished to be assured we have the <br />necessary financial information on hand and that it <br />indicates their capital investment in their system in the <br />county to use in later rate hearings. <br />
