This <br />program may partially answer our future needs for automotive <br />fuel at reasonable cost while also returning significant <br />revenues to the participating local governments. <br />Since the 1979 fuel shortages, there has been substan- <br />-tial interest in using alcohol as a vehicular fuel, either <br />in pure form or as an extender (gasohol). The Energy <br />Security Act of 1980 calls for the annual production of ten <br />billion gallons of fermentation alcohol by 1990, about 10% <br />of the total U.S. gasoline pool. Present annual production <br />of ethanol is estimated at 250 million gallons. <br />Our Florida consortium of governments plans to <br />investigate: <br />1) The legal steps required to incorporate a <br />non-profit local government consortium to <br />cooperatively guarantee the purchase of a fixed <br />-amount of ethanol each year, and/or build and <br />operate an ethanol plant(s). <br />2) The availability of land owned by governments on <br />which feedstock for the plant(s) could be grown <br />and the potential financial return to the <br />participating governments from such use. <br />3) The availability of private capital for <br />construction and operation of an ethanol plant if <br />commitments by local government to provide <br />feedstock and to purchase the production were <br />present. <br />MAY 2 61,9829 Q*E $16. <br />
