PUBLIC HEARING RE ADMINISTRATIVE ORDINANCE NO. 82-10
<br />The hour of 10:00 o'clock A.M. having passed,. the
<br />Deputy Clerk read the following Notice with Proof of
<br />Publication attached, to -wit:

<br />Before the undersigned authority personally appeared J. J. Schumann, Jr. who on oath
<br />says that he is Business Manager of the Vero Beach Press -Journal, a daily newspaper published
<br />at Vero Beach in Indian River County, Florida; that the attached copy of advertisement, being
<br />a NOTICE
<br />in the matter of Intent to consider
<br />County Ordinance
<br />in the Court, was pub-
<br />lished in said newspaper in the issues of May 12, 1982
<br />Affiant further says that the said Vero Beach Press -Journal is a newspaper published at
<br />Vero Beach, in said Indian River County, Florida, and that the said newspaper has heretofore
<br />been continuously published in said Indian River County, Florida, each daily and has been
<br />entered as second class mail matter at the post office in Vero Beach, in said Indian River Coun-
<br />ty, Florida, for a period of one year next preceding the first publication of the attached copy of
<br />advertisement; and affiant further says that he has neither paid nor promised any person, firm
<br />or corporation any discount, rebate, commission or refund for the purpose of securing this
<br />advertisement for publication in the said newspaper.

<br />Pleasq be advised that the Board of County
<br />Commissioners of Indian River County will
<br />hold a Public Hearing on June, 2. 1982 at 10:00
<br />A.M. in the County Commission Chambers,
<br />County Administration Building, 1840 2Sth
<br />Street, Vero Beach, Florida, toconsider
<br />adoption of the following Ordinance which
<br />establishes the offices of the County Ad-
<br />ministrator, the County Attorney "and the
<br />Secretary to the Board:
<br />AN ORDINANCE OF THE BOARD OF
<br />.COUNTY COMMISSIONERS OF INDIAN
<br />RIVET, COUNTY, FLORIDA,
<br />ESTABLISHING THE OFFICES OF THE
<br />COUNTY ADMINISTRATOR, THE COUNTY
<br />-ATTORNEY AND THE SECRETARY TO
<br />'THE COMMISSION PROVIDING FOR;
<br />.TITLE, CREATION OF OFFICES; AP-
<br />POINTMENT, COMPENSATION, VACANCY,
<br />REMOVAL; DUTIES OF E COUNTY
<br />ADMINISTRATOR, DUTIESOF THE
<br />COUNTY ATTORNEY; DUTIES OF THE
<br />SECRETARY TO THE COMMISSION; NON-
<br />INTERFERENCE POLICY; INCLUSION IN
<br />THE CODE; SEVERABILITY; AND EF-
<br />FECTIVE DATE.
<br />If any person decides to appeal any decision
<br />made on the above matter, he -she will need a
<br />record of the proceedings, and for such pur
<br />poses, he -she may need to ensure that a ver-
<br />batim record of the proceedings. is made,
<br />which record includes the testimony in
<br />evidence on which the appeal is based.

<br />Attorney Brandenburg reviewed the ordinance with the
<br />Board.
<br />Commissioner Fletcher discussed Section 3-A and felt
<br />that in the event any of the offices fall vacant, that none
<br />of the Board members would fill the void.
<br />On Motion made by Commissioner Lyons, seconded by
<br />Commissioner Fletcher, the Board unanimously approved the
<br />addition of a sentence in Section 3-A to read: "County
