Commissioner Fletcher's other concern was the impact of <br />the proposed 16" well on individuals in this area who are <br />dependent on flow wells. <br />Mr. Chancellor pointed out that their well will be a <br />deeper well, and they have already done deep borings which <br />have shown considerable separation between the upper and <br />lower aquifer. He believed this well would be able to serve <br />many of the area residents and solve their present problems. <br />Commissioner Fletcher continued to express concern <br />about the problems that could be caused, and Mr. Crosby felt <br />the Water Management District will address these concerns. <br />Commissioner Fletcher pointed out that it is difficult <br />legally to prove that damage was done; he did not believe <br />St. John's Water Management District will take the <br />responsibility to answer that question, and felt this is the <br />Board's responsibility. <br />The Chairman asked if anyone present wished to be <br />heard. <br />Dr. Charles Holt, resident of orchid Island, noted that <br />he is about 3/4 of a mile from the proposed 16" well, and he <br />takes the point of view that since the County Commission has <br />the power to grant a franchise to this group, that group <br />then becomes.their agent, which makes the County <br />responsible, and he intends to look to the Commission for <br />redress if this development should ruin his water supply. <br />He urged the County Commission to peruse this with a great <br />deal of care and keep in mind the small individual. <br />4 <br />Considerable discussion ensued as to the number of free <br />flowing wells on orchid Island and the fact that the Water <br />Management District has stated that the greatest threat to <br />the aquifer is the uncapped wells on the barrier islands. <br />Commissioner Fletcher argued that reverse osmosis <br />generates pollutants and changes the balance of nature by <br />using a pump.
