r � <br />JU <br />N 2 2 I& pour 999 <br />the big well will not be drawing water from the fixed <br />non -rechargeable lens. <br />Chairman Scurlock stated that St. John's has clarified <br />that the non -rechargeable lens Commissioner Fletcher is - <br />concerned about is not related to the Floridan aquifer. <br />Dr. Holt commented that of the free flowing wells on <br />Orchid Island,.only two are uncapped and flowing into the <br />river, and he has reported these to the Water Management <br />District at least three times but nothing has been done <br />about them. He felt someone should take some responsibility <br />for capping these free flowing wells. <br />Commissioner Wodtke believed the time may come when we <br />consider these responsibilities in the franchise area. <br />Attorney Michael O'Haire spoke on behalf of the Vero <br />Beach Civic Association, noting that this is one of the most <br />complex and far reaching items the Commission has to deal <br />with and he has not heard one reason to justify a stampede <br />on this issue. He emphasized that the only answer to the <br />water for the barrier island is through a unified effort, <br />and there is no point in taking these one -at -a -time <br />applications. <br />William Koolage of 26th Avenue also could see no reason <br />to address anything other than the overall North Beach -- <br />franchise and urged that the Board not act in haste. <br />Robert Reider of the Vero Beach Civic Association <br />concurred that this important matter should not be addressed <br />piecemeal. He suggested that consideration might be given <br />to issuing the -franchise to a North Beach Water Company with <br />two main participants. Florida Land and Sea Oaks, which <br />represent about 900 of the total package for a North Beach <br />effort. <br />Mr. Mills spoke vehemently against any possible <br />consideration being given to taking more water from the <br />
