Discussion followed as to whether waiting that long <br />would cut back on our chances for being funded, and <br />Commissioner Lyons suggested that we indicate by Resolution <br />that this county is willing to initiate a referendum for a <br />bond issue for the necessary funds up to one million <br />dollars. <br />Discussion followed as to the sharing factor concerned, <br />and it was noted that the more you are willing to ante, the <br />higher the State is willing to put you on the priority list. <br />They apparently are trying out to work out how to buy the <br />most property for the least amount of funding. <br />Commissioner Bird brought up the possibility of trying <br />for a larger amount and applying later, and Mr. Thomas <br />pointed out that the fact that you approve bonds up to a <br />certain amount does not mean that you are required to spend <br />them all -at once. <br />Discussion continued as to the necessity of being able <br />to assure that we will be able to develop any property we <br />acquire, and the advisability of being able to propose an <br />overall concept when selling this program to the public. It <br />was agreed that this will require a comprehensive approach <br />and a sales job. <br />Commissioner Lyons discussed a Motion to remand this <br />matter to the Parks & Recreation Committee and inform them <br />we need some idea of how much of the bond issue should be <br />related to land cost and how much for improvements. <br />Further discussion ensued in regard to participating at <br />a certain percentage, and Attorney Brandenburg noted that <br />the Board could commit a certain amount in the budget and <br />indicate their intent to move forward on a bond issue at a <br />much greater amount after a referendum. <br />Commissioner Fletcher felt we must determine first how <br />much we think the public will go for on a referendum, and <br />he expressed the belief that the public would go along with <br />JUN 21982 60 �so�c 49: PAGE 916, <br />
