Greene, SUBJECT: Engagement of Engineering Services - <br />Assistant County Administrator 16th Street Traffic and Pedestrian <br />Improvements <br />FROM: Jim Davis, P.E.,IfREFERENCES: <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />The Technical Complement of the Transportation PLanning Committee acting <br />as the Selection Committee appointed by the Board of County Commissioners, <br />conducted interviews of four engineering firms. These firms were selected by <br />the Committee from the thirteen letters -of .interest received April 23, 1982, <br />in response to the County's public advertisement. The Committee recommends that <br />the County begin negotiations with the following firms in order of preference: <br />1) Lloyd and Associates - Vero Beach, Fl. <br />This choice is subject to receiving DOT certification for Traffic <br />Operations Design. <br />2) Kimley-Horn and Associates, Inc. - West Palm Beach, F1. <br />3) Williams, Hatfield and Stoner, Inc., Fort Lauderdale <br />in association with Carter and Associates, Vero Beach <br />4) Post, Buckley, Schuh, and Jernigan, Inc. Orlando, Florida. <br />in association with Beindorf and Associates , Vero Beach, Fl. <br />ALTERNATIVES AND ANALYSIS <br />In compliance with Florida Statutes Chapter 287.055, known as the <br />"Consultants Competitive. Negotiation Aft", paragraph 5(a) states that the <br />County "shall negotiate a contract with the most qualified firm for professional <br />services at compensation which the agency determines is fair, competitive, and <br />reasonable". <br />RECON, MENDATIONS AND FUNDING <br />In compliance with Florida Statutes Chapter 287.055, it is recommended that: <br />1) The County Public Works Director, a representative of the County <br />Administrator's office and a representative of the County Attorney's <br />office be authorized to begin negotiations with the first firm on the <br />list, Lloyd and Associates. If for some reason.a satisfactory agreement <br />is not reached with the first firm, or the firm does not receive DOT <br />certification,the negotiations shall be terminated and after proper <br />notification, negotiations shall proceed with the second firm, etc. <br />2) Once an agreement is reached, the selected firm will submit a written <br />proposal for undertaking the project, which, upon acceptance by the <br />Board of County Commissioners, shall constitute a contract. <br />
