C <br />i7---7 <br />Motion was made by Commissioner Fletcher, seconded,by <br />Commissioner Lyons, to accept staff's recommendation and <br />begin negotiations with Lloyd and Associates. <br />Commissioner Bird noted that apparently the technical <br />complement does not feel that the fact that this firm <br />presently does not have DOT certification for traffic <br />operations design is a problem and indicates that they do <br />not have this expertise. <br />Mr. David noted that Lloyd and Associates have expanded <br />their staff with people who would qualify for this type of <br />work; they are doing condemnation work for the DOT; and they <br />should receive the certification soon. <br />Chairman Scurlock commented on the fact that if there <br />is not a great spread in the qualifications of the firms <br />recommended, he felt a local firm with local people should <br />be used. <br />Commissioner Fletcher asked about a time requirement <br />for obtaining the DOT certification, and Mr. Davis stated <br />that Lloyd and Associates indicated they should be able to <br />get this by next week, and he would hope they would have it <br />within two weeks. <br />Commissioner Fletcher stated that he would make it a <br />part of his Motion that the No. 1 firm be certified within <br />two weeks, and Commissioner Lyons confirmed his second to <br />the inclusion. <br />Further discussion continued in regard to Lloyd and <br />Associates expertise in this aspect of design, and it was <br />•4 <br />felt that the Board would have to rely on the judgment of <br />the technical people and staff. <br />The Chairman called for the question.
