The property to the east is zoned R-3, Multi -Family Residential <br />and the Land Use designation is MD -1 (up to 8 units/acre). <br />This property is presently vacant. <br />Westgate Colony Subdivision is located immediately west of the <br />site. The zoning is R-1, Single Family Residential (6.2 units/ <br />acre) and the Land Use classification is MD -1 (up to S uriits/ <br />acre). The effective density of this subdivision is approxi- <br />mately 3.4 lots/acre. <br />The site lies partially within the strip R-3, Multiple Family <br />zoning district between 74th and 80th Avenues, which extends <br />660 feet to the north and south of State Road 60. The strip <br />R-3 District is divided by R-1, Single Family Residential <br />zoning in Westgate and Greenbriar Subdivisions and by the <br />neighborhood commercial node which is located at the southeast <br />corner of State Road 60 and 82nd Avenue. Multi -family resi- <br />dential development has not occurred in the R-3 zoning district. <br />If the subject property were rezoned to R -2B, the maximum <br />.allowable units would be approximately 68. <br />v <br />STAFF POSITION: <br />The Comprehensive Plan makes several statements concerning <br />development, including: <br />1) "Lower density development should take place in areas <br />outside planned service." The subject property lies <br />within an area designated for service between the years <br />1991 and 2000. <br />2) "Proposals for urban development shall compliment existing <br />residential patterns." Single family subdivisions are <br />located to the south, west and northwest of the subject <br />property. Multi -family development is presently non- <br />existent in the immediate area of the site. <br />s <br />3) "Land Use designations do not represent entitlements." <br />4) "The Land Use Plan assigns specific density capacities to <br />various land districts. Each district is given its <br />particular residential density according to the following <br />criteria: <br />A) Historical development patterns. <br />B) Proximity to urban centers. <br />C) Physical Characteristics." <br />9 <br />A portion of the site, as well as, approximately 160 additional <br />acres have been zoned R-3 since 1957, with the adoption of the <br />first zoning map in Indian River County. Despite the zoning, <br />the development trend for the area has been low density, <br />single-family residences. <br />The northern portion of the subject property is zoned for <br />agriculture. There are development pressures for the agri- <br />cultural lands within the State Road 60 Corridor, however, <br />the trend has thus far been toward low densities. <br />The site lies approximately 3.5 miles from Vero Beach City Limits. <br />5) Staff recommends denial of this rezoning request. <br />l <br />JUN 1 b 1982 <br />
