Hardin, Jr., Ph.D. REFERENCES: Letter from Joseph Fedele <br />Acting County Administrator to Dennis Ragsdale, dated <br />4/26/82. <br />DESCRIPTION AND CONDITIONS: <br />�- The applicant'is requesting Preliminary Plat Approval to divide <br />21 acres into 31 lots. The proposed subdivision is located on <br />the west side of Old Dixie Highway and is bounded on the south <br />by 20th Lane, S.W., near the St. Lucie County Line. <br />Vero Beach Highlands Subdivision (Unit One) lies adjacent to <br />the west and south of the subject property, and the land to <br />the north is unplatted. �M-1, Restricted Industrial Zoning <br />lies directly east, across Old Dixie Highway. <br />The site is presently zoned R-1, Single FaTily Residential <br />(6.2 units/acre). The Land Use Designation is MXD from Old <br />Dixie Highway to a point 300 feet west and LD -2 (up to 6 units/ <br />acre) on the remainder of the property. On April 21, 1982, <br />the applicant -request to rezone the site to R -2D, Multi -Family <br />Residential (6 units/acre) was denied by the Board of, County <br />Commissioners. Approval of this request would have allowed <br />development of duplexes on the proposed 1/3 acre lots. Sub- <br />sequent to the denial of the rezoning request, the applicant has <br />revised the proposed subdivision. The street layout remains <br />basically unchanged and each lot has been expanded to a minimum <br />of 1/2 acre. <br />An additional 5 feet of right-of-way will be dedicated so that <br />the requirements of the County's Thoroughfare Plan will be <br />met. The applicant will also construct left turn lanes and <br />a deceleration lane on Old Dixie Highway in order to maintain <br />a stable traffic flow. <br />All Technical Review Committee comments have received appropri- <br />ate attention. <br />RECOMMENDATION: <br />The proposed subdivision complies with the County's Zoning <br />Requirements, Comprehensive Plan, Thoroughfare Plan and Sub- <br />division Ordinance. Staff recommends approval with the cendition <br />that storm water be routed through the swales to the back of <br />the proposed subdivision rather than toward Old Dixie Highway. <br />JUN 16 1982 <br />74 <br />mK_ 50 faf 75', <br />
