Cairns <br />Planner to Dr. C. B. Hardin, dated <br />June 2, 1981. <br />DESCRIPTION AND CONDITIONS: <br />On April 3, 1981, Robert A. Cairns submitted a site plan <br />application for approval to develop 69 multi -family dwelling <br />units. The application was approved by the Planning and <br />Zoning Commission in their regular meeting held on June 11, <br />1981. The approval was appealed by the Vero Beach Civic - <br />Association, Inc., Mr. John Morrison and Mr. Norman Badenhop. <br />The decision of the Planning and Zoning Commission was upheld <br />by the County Commission on August 19, 1981. <br />The applicant is requesting a renewal of site plan approval. <br />The reasons given for this request are: <br />1) The applicant has been waiting on the North Beach Water <br />Company Franchise to be approved; and <br />2) Construction has been delayed because of the very slow <br />market for presales due to high interest rates and a <br />general economic slowdown. <br />ANALYSIS: <br />Site plan approval terminates after one year if construction <br />of the approved plan has not begun. Renewal of the approval <br />would allow the applicant an additional year to begin con- <br />struction. <br />Since the Planning and Zoning Commission's decision of approval <br />• was appealed, the date the applicant was permitted to <br />proceed with development was on August 19, 1981, when the <br />County Commission upheld the approval. Renewal would give the <br />applicant until August 19, 1983, to begin construction. <br />The site of the proposed development is designated LD -2 <br />(up to six units/acre) in the Comprehensive Plan. The <br />development proposal is for 7.6 units/acre. While this <br />exceeds the density allowed in the Plan, the original <br />approval was granted prior to the adoption of the Plan <br />based on the current zoning which is R-2 (15 units/acre). <br />The Comprehensive Plan states, "Projects which have received <br />site plan or subdivision approval at the date of adoption <br />of this Plan shall be considered in conformity with the <br />Plan." <br />RECOMMENDATION: <br />Staff recommends renewal of the site plan approval be granted. <br />
