Hardin, Jr., Ph.D. <br />Acting Administrator <br />FROM: 's zp,�. - <br />George Liner, <br />Utilities Manaqer <br />DESCRIPTION & CONDITIONS <br />SUBJECT: Treasure Coast Utility <br />Rates Public Hearing <br />REFERENCES: <br />Prior to purchase of Treasure Coast Utilities, the Utilities Division <br />was advised by Administration and by the Attorney that we must continue <br />to charge customers at their franchise rates until two events are accomplished: <br />1) A public hearing is held to advise vested customers there will be <br />a change of rates. <br />2) The county achieves some milestone whereby improved service is <br />accomplished. <br />Existing rates as compared with county rates (for an average customer <br />using 5,000 gallons per month) are as follows: <br />Treasure Coast County Ordinance 80-13 <br />Water $ 6.25 $11.60 <br />Sewer 8.00 (2 baths) 11.03 <br />Total $14.25 $22.63 <br />Note the difference for this average water and sewer user will have <br />a.q.f3 $increase with county rates while the water only customers have an <br />*1,3: ,increase in the rates. <br />This knowledge is to be tempered with the judgement that the franchise <br />had not given good service and good water until the county took over the <br />system on April 27, 1982. From that date, we have given better and safe <br />water, responded and solved low pressure complaints, kept the lift stations <br />in operation and responded to DER's requirements for chlorine treatment <br />of the sewage. <br />We have intentions to provide improved water as soon as new water <br />mains can be "tested out" which interconnect with either Vista system <br />• or Mid -Florida. This will constitute the milestone improvement for an <br />effective date for standard county rates. Before a system is considered <br />tested out, the mains must be pressure tested to assure us there are no <br />leaks, then they must be disinfected -over a suitable period of -time <br />with a chlorine concentration; then the mains are flushed out with potable <br />water; then a sufficient number of bacteria samples must produce negative <br />results from two consecutive days;.then the DER approves the mains for <br />public use.
