JUL 71982 <br />ow 59 PAcr.314 <br />As a result of the directions given to the Utilities Division, a <br />public hearing is called for the residents served by the Treasure Coast <br />Utilities system to inform them of pending change of the rate schedule. <br />ALTERNATIVES & ANALYSIS <br />There is a concept that all new customers of the county system are <br />covered by ordinance 80-13 and therefore should be billed at county rates <br />from the time we begin servicing them. This has advantages from three <br />viewpoints: <br />1) It conforms to FmHA and bond requirements <br />2) It does not require special handling of. the billing system to accomodate <br />a specific group of customers t <br />3) Utilities cash-flow will conform closer to anticipated levels <br />This concept has been side-tracked through alternative precedent <br />that until the county offers improved service, then the continued franchise <br />rate shall apply. <br />Although we plan to provide improved water to the residents of Treasure <br />Coast at the earliest possible time, the main testing procedure has taken <br />more time than originally expected. When we are able to provide wafter <br />from either Vista Royale or purchased water from City of Vero Beach, either <br />source will be lime softened water from a reliable source. This then <br />should be the date from which we should be able to charge normal county <br />rates. There is no alternative to the standard county rate schedule <br />since we do not have "preferred customers". <br />RECOMMENDATIONS & FUNDING <br />Following the public hearing, it is recommended that the Utilities <br />Division be authorized to charge the normal county rate schedule specified <br />in Ordinance 80-13; the effective date of this authorization shall be <br />the first billing following the milestone date of improved water service. <br />ON MOTION by Commissioner Bird, SECONDED <br />by Commissioner Lyons, the Board unanimously - <br />agreed to schedule a public hearing on <br />Treasure Coast Utility rates for August 4, <br />1982. <br />SCHEDULE PUBLIC HEARING ON PETITION PAVING PROGRAMS <br />Public Works Director Jim Davis informed the Board that <br />he wished the Board to conduct a public hearing for an <br />assessment roll for three petition paving programs. <br />ON MOTION by Commissioner Fletcher, <br />SECONDED by Commissioner Lyons, the Board <br />
