While saying this, I want you to be aware that my oldest son is a <br />uniformed police officer, and that do years ago I purchased a "second <br />chance" body armour -vest for him. <br />It is most important for us to realize that K.T.W. ammunition is <br />quite expensive, $1.50 per single round, and that no police officer has <br />knodingly had a K.T.W. bullet fired at him, let alone a police officer <br />killed or wounded by a K.T.W. bullet. <br />The news media's effort to qenerate controversy over this bullet, has <br />served to nationally advertise a form of ammunition which has not been <br />misused 10 to 15 years of availability. <br />Commissioners, what I must say is grusome, but is necessary to put <br />this matter in proper Contex. <br />Death comes about by destruction of body tissue. Disease causes <br />destruction of body tissue, and death occurs. As one grows older body <br />body tissue is not replaced, and death occurs. The energy imparted by a <br />bullet destroys body tissue. <br />The Geneva Convention on Warfare calls for all civilized armies of this <br />world to use full patch (penetrating -type) ammunition, and outlaws the use of <br />dum-dum, or expanding ammunition as inhumane in warfare. <br />If a .38 SPC. bullet of 158 grains weight -is discharved from a pistol <br />at 866 F.P.S., it will produce 400 lbs of energy. If this bullet passes <br />through the body, the tissue destroying energy goes along with it, -out into <br />the atmosphere. <br />If this same bullet is a hollow point, it is designed to expand and will <br />likely dissipate its energy destroying body tissue. <br />Sincerely, I hope that neither I, nor any member of my family is ever <br />shot, but should this occur, I would prefer the bullet would be a penetrating <br />K.T.W. type. <br />For your information testimony before the United State Congress <br />addressing this matter, has been provided to you by the Unified Sportsman <br />of Florida, a statewide organization, with several thousand paid members. <br />A careful analysis of this information will show, that attempts to ban <br />ammunition of this type, poses a serious concern in that the definition of <br />"ammunition of this type" is a very complex and subjective matter.
