Commissioner Fletcher asked if Mr. Stegkemper knew of <br />any sportsmen in Florida in possession of teflon coated <br />bullets, and Mr. Stegkemper stated that he has loaded and <br />shot a million bullets over the years and never had a -teflon <br />coated bullet in his possession. <br />does not store them. <br />He noted that the gun shop <br />Captain Carl Pease of the Vero Beach Police Department <br />showed the Board a KTW bullet. He then displayed a <br />bulletproof vest, noting that it actually is only bullet <br />resistant, and 8O% of the ammunition made will penetrate a <br />bulletproof vest, depending on length of the gun barrel and <br />velocity. Captain Pease next presented a blow gun, a <br />weapon which has been around for centuries, and informed the <br />Board that it also will penetrate a bulletproof vest. <br />Captain Pease was sure the proposed ordinance is well <br />intended, and pointed out that if he believed it would <br />benefit policemen, he would not be here speaking against it. <br />He, however, felt this should be addressed on a state or <br />federal level rather than at the local level and as a felony <br />rather than a misdemeanor. The Captain emphasized that he <br />believed in the right of the people to bear arms, and this <br />ordinance would be one step in limiting that right. <br />Dr. Aris Lindsey, long time county resident and local <br />veterinarian, informed the Board that guns have been his <br />main hobby for many years. He then proceeded to display <br />various types of ammunition which are widely used for <br />hunting and for official shooting matches, the use of <br />which would be prohibited by the wording of the proposed <br />ordinance. Dr. Lindsey also displayed ammunition made in a <br />local gun shop, which was of the same expanding type used to <br />shoot President Reagan. He noted this would not be <br />considered illegal under the proposed ordinance. Dr. <br />Lindsey emphasized that it is preferable to be shot with a <br />full <br />jacketed bullet which will <br />penetrate and go <br />on through <br />J U L <br />7 1982 <br />69 <br />BOOK <br />50 PAGE 319 <br />
