terms of numbers of signatures, and it was noted that the <br />Statute does not call for signatures. <br />Chairman Scurlock asked if the Commission had any <br />feeling about a number desired, and Commissioner Bird noted <br />if we put a referendum on the ballot, it would be our <br />responsibility to educate the people of the county about the <br />item concerned, and he believed, this could cause a <br />conflict. <br />Commissioner Fletcher expressed interest in taking a <br />good hard look at the question, but Commissioner Bird noted <br />that this Commission is not the proper forum for that. <br />Mr. Zorc believed the public should be educated and <br />believed the people are ready to come and speak. He wished <br />to have a fair, impartial judge conduct the meeting and did <br />not believe we can get that from the Hospital Board. <br />Discussion followed as to the possibility of <br />Commissioner Fletcher volunteering to conduct such a <br />meeting. Mr. Zorc stated that would satisfy him, but Mr. <br />Fletcher stated that he would not handle the gavel at such a <br />meeting unless he was assured the Hospital Board will not <br />hold a public hearing. <br />Chairman Scurlock asked if we are going to establish <br />some sort of policy for the Commission to act on requests of <br />this kind as it is possible we could be approached by <br />another group tomorrow with a similar request. <br />Mr. Zorc stated that he would suggest to the ACT <br />organization that they request the Hospital Board of <br />Trustees to hold a public hearing as quickly as possible and <br />let Commission Fletcher chair the meeting. <br />Commissioner Fletcher informed Mr. Zorc that is not <br />what he had said. <br />Mr. Zorc continued to argue that it is not possible to <br />have a fair hearing run by the Hospital Board.
