JUL <br />'71992 <br />Q �Pmo 34o <br />Dr. <br />Brothers stated that he has been around <br />the <br />ocean <br />all his life and believed pumping sand is about the worst <br />thing you can do for erosion; certainly joists and groins <br />are more permanent. He believed we should have a study. - <br />Ralph Sexton, property owner, came before the Board and <br />noted that this issue was decided back in 1975 by Resolution <br />75-37 wherein the City of Vero Beach, the Sebastian Inlet <br />District and Indian River County agreed to and supported <br />certain recommendations of the Army Corps of Engineers <br />within the City of Vero Beach and the County agreed to be <br />the sponsoring agent for the project. This resolution was. <br />signed June 27, 1975 by former Commission Chairman Alma Lee <br />Loy. <br />Mr. Sexton continued that further public hearings are <br />not needed. There is a need for beach restoration, and this <br />was all established at previous hearings which were held <br />between 1971 to 1975 and at which hearings, beach fill was <br />the method adopted. They also adopted the Sabecon Reef, <br />which the Corps has thrown out. Mr. Sexton continued that <br />there is no way of getting sand on the beach unless it is <br />put there. The federal government supposedly will pay half; <br />all we are asked to come up with is.$548,000. There are <br />63,000 residents in the County and we are visited by 375,000 <br />tourists every year who spend 145 million dollars. He felt <br />an expenditure of $500,000 is well worth it. Mr. Sexton <br />reported that we are losing our beaches at the rate of 9/10 <br />of a foot a year and urged that we don't waste any more time <br />and lose these funds, which will jeopardize our beautiful <br />city and the economy of the county. Mr. Sexton emphasized <br />that this is designed to be a 50 year project,and it will <br />have to be maintained as everything has to be maintained. <br />The designated cost of maintenance is $50,000 a year. <br />Mr. Sexton urged that the Beach Erosion Committee be <br />sent to look at Miami Beach and see what they have done; <br />
