Mr. Rouse believed the only <br />answer we have asked for out of Washington is merely to get <br />the decision-making process up there as to a formula about <br />participation. He pointed out that we cannot make a <br />recommendation until we know where we stand. He noted that, <br />if you understand the federal process, it sometimes takes 20 <br />years to get to the point we are at here now in Indian River <br />County, and if we pass on this, we go back to the bottom of <br />the pile. Mr. Rouse emphasized that if we decide we don't <br />want it, it will go to somebody else, and he felt we owe it <br />to the general community to address this. <br />Chairman Scurlock suggested writing a letter indicating <br />that this has been on-going for almost 11 years; we are very <br />desirous of information to make a determination as to <br />whether to support the project locally and intend to go to a <br />referendum to make that determination. <br />Mr. Rouse felt that is fair and reasonable and would <br />serve to move this thing along. <br />William Koolage, reported that the Taxpayer's <br />Association has taken a strong stand against beach <br />restoration by pumping sand, which would not be a permanent <br />solution, and he felt any referendum would be against it. <br />He did not feel the Board should write a letter of any sort <br />before having a referendum. <br />Commissioner Wodtke believed the public's attitude will <br />depend on who is going to pay for this project, but Mr. <br />Koolage was of the opinion this project will only help a few <br />people on the beach. <br />Commissioner Bird believed it is premature to take that <br />firm a position before we get the final formula and know <br />where these funds will come from since it is possible they <br />might come only from the taxpayers on the beach. <br />JUL 7 1982 <br />M <br />Booz 50 +Aq.3 39, <br />
