He confirmed the statement <br />in the attached letter. There is a problem to test and maintain the lift - <br />station without the proposed valve. Inasmuch as the Board of County <br />Commissioners are anxious to have Vero Beach accept the system, I believe <br />turning down the change order is not to the commission's best interest. <br />Therefore, please return this change for reconsideration by the board <br />at the earliest possible time to avoid further -'delay. <br />Please note that if force main pipeline work is completed before the <br />valve is installed, I expect that the cost will be much more than the <br />$700.00 cost as proposed. <br />May 24, 1982 <br />Mr. George Liner, Director <br />Utilities Department <br />Indian River County <br />P.O. Florida 32960 <br />305:562.2082 <br />Engineers <br />Architects <br />Planners <br />As a result of the Board of County Commissioners' actions at their meeting <br />of May 19, 1982, approval of Change Order No.2 was not approved. This <br />Change Order requested the installation of an 8" plug valve Dear the -tie- <br />in of the proposed 8" forcemain to the existing 10" forcemain. The Com- <br />mission apparently felt that the cost for the installation of the valve <br />should be borne by the City of Vero Beach. <br />Our office in turn contacted the City of Vero Beach, through Hillman Goff, <br />to notify him of the County's decision. He was to say the least pretty <br />upset about it. He stated emphatically that the City of Vero Beach would <br />not pay for the installation of the 8" valve and furthermore, the system <br />would not be acceptable to the City unless the valve was installed. He <br />feels that the City has bent over backwards for the County already, consi- <br />dering the City agreed to use submersible sewage pumps in the Pebble Bay <br />Pumping stations not specified by the City. <br />4 <br />
