JUL 141982 gM . � 463. <br />DISCUSSION RE PRIVATE CULVERTS UNDER COUNTY ROAD R/W AND <br />DRAINAGE PROBLEMS FROM DRIVEWAYS <br />It was agreed -to combine the agenda items re private' <br />culverts under County right-of-way and re drainage problems <br />from driveways, both of which tie in with the same problems. <br />Commissioner Fletcher stated that the problem he is <br />finding in the north end of the County is that there are old <br />driveways which were put in prior to current rules and <br />regulations, and they are blocking the drainage in the swale <br />ditches. He wanted to learn how -we might go about solving <br />this problem. He then cited the situation brought to his <br />attention by Aubrey Waddell, who informed him that the <br />County is saying that he must dig up the road and replace <br />the old culvert which runs underneath Barber Avenue west of <br />Lateral A and drains his grove. Commissioner Fletcher posed <br />the question of how such a situation would be handled if <br />this were a paved road. <br />Chairman Scurlock noted that he was involved with a <br />similar situation once with the City of Vero Beach. They <br />required him to buy the pipe needed to solve his problem, <br />and then the City crew, which was working in that area, <br />actually made the improvement. <br />Discussion continued re the drainage problems caused by <br />people blocking the swales when building driveways and the <br />difficulties facing the Public Works Director in trying to <br />cure these problems. It was noted that there are provisions <br />in the present Subdivision Regulation Ordinance addressing <br />driveways, but these are problems carrying over from the <br />past. <br />Chairman Scurlock felt there should be an on-going <br />program where we identify a -section and start working on it <br />rather than dealing with one situation at a time, and we <br />should develop a formula for joint participation.
