The result of this planning procest would be the <br />development of a Beach Access and Development Plan, which includes a five - <br />year. capital improvement program. The CIP would provide an annual'phasing <br />of capital improvements with cost estimates and funding sources. <br />RECOMMENDATIONS AND FUNDING <br />It is the request of the Community Development Department to receive an <br />affirmative directive from the Board of County Commissioners to formulate <br />a Beach Access and Development Plan for Indian River County. This plan <br />could be developed and presented to the Board for adoption by August 18, 1982. <br />There would be no additional funding requirements for the development of <br />this plan, over and above currently budgeted staff salaries. <br />ON MOTION by Commissioner Fletcher, <br />SECONDED by Commissioner Lyons, the Board <br />unanimously directed the Community Devel- <br />opment Department to formulate a Beach <br />Access and Development Plan for the County. <br />AUTHORIZATION TO ADVERTISE SITE PLAN DENIAL APPEAL - NICOTRA <br />Planning Manager Art Challacombe made the following <br />presentation and requested that the date of the hearing be <br />changed to August 18, 1982, to allow sufficient time for <br />advertising: <br />42 <br />
