Commissioner Bird believed it is the Commission's duty <br />to try to avoid spot zoning when possible, but, in this <br />particular case, because of characteristics of the <br />neighborhood, he did not feel it constituted spot zoning. <br />Motion was made by Commissioner Bird to grant the <br />rezoning change requested by Mrs. Cooper from R-1 to R-2 <br />on the property advertised. <br />Discussion continued as to the best method to follow to <br />achieve the Coopers' purpose without necessarily having to <br />change the zoning. <br />Commissioner Lyons suggested the Board leave that <br />problem to the two attorneys with the understanding we want <br />to see that house there and assure access in the future. <br />Attorney Quinn stated that he would be satisfied if he <br />could get on the record that is the intent of the Commis- <br />sion. <br />Commissioner Bird withdrew his Motion. <br />Commissioner Lyons suggested a Motion instructing the <br />two attorneys to prepare a document which will allow the <br />Coopers to build the second house, provide an easement for <br />access, and put a limitation on the number of houses which <br />may be erected on that lot. <br />Commissioner Wodtke stated that he did not want to get <br />into a contractural zoning situation and would prefer to <br />vote after the document is brought back for approval. <br />ON MOTION by Commissioner Bird, SECONDED <br />by Commissioner Lyons, the Board unanimously <br />continued the public hearing until the above <br />discussed document can -be prepared and brought <br />back to the Board for approval. <br />sea 50 <br />JUL 211982 85 <br />
