Section 427.012 provides for the formation of a statewide <br />Coordinating Council on the Transportation Disadvantaged. <br />The primary duties of the Coordinating Council are to develop <br />policies/procedures for coordination of funding and grants, <br />compile data on transportation needs, provide information, <br />and approve the appointment of Transportation Providers. <br />The objectives of Chapter 427 are implemented at the local <br />level by a Local Planning Organization (LPO). This LPO has <br />three major functions; drafting of a Transportation Development <br />Plan, a Transportation Improvement Program (TIP) and the <br />appointment of a Transportation Provider. Attachment 1 <br />gives an overview of the organization and a summary of respon- <br />sibilities under Florida Statues and includes Chapter 427. <br />On October 22, 1980, the Board of County Commissioners accepted <br />responsibility for the Transportation for the Disadvantaged <br />Program and became the Local Planning Organization (LPO). At <br />the September 30, 1981, meeting, the Board authorized a Joint <br />Participation Agreement with the Florida Department of Trans- <br />=:. portation (FDOT) to provide a Transportation Development Plan <br />-as required in Section 427.015 (1). Ki.mley-Horn and Associates <br />was retained to develop that study. On May 19, 1982, the <br />Board of County Commissioners reviewed the preliminary section, <br />Inventory, Analysis and Alternatives and instructed Kimley- <br />Horn and Associates to complete the study including a five- <br />year development plan which specified implementation steps <br />in the transportation program. In addition, the Board requested <br />Commissioner Dick Bird to investigate and monitor the program's <br />progress. <br />Commissioner Bird held -two subsequent workshops on June 8th <br />and July 8, 1982. Those attending included the social services <br />agencies which will participate in the program, a representative <br />from Florida Department of Transportation, and Community <br />Development staff. Discussions centered on the program's <br />possible impacts and the agency transportation needs. <br />On June 15, 1982, Kimley-Horn and Associates submitted the <br />draft of Coordinated Transportation Development Plan. Copies <br />were distributed to the social service agencies who would be <br />coordinating their transportation services. Copies of this <br />draft are included as Attachment 2. - <br />ALTERNATIVES AND ANALYSIS: <br />The Board of County Commissioners acting as the Local Planning <br />Organization (LPO) has the following remaining tasks: <br />1) Review and adoption of the five-year Transportation <br />Development Plan (TDP) which includes a Transporta- <br />tion Improvement Program (TIP). - <br />2) Annual updates of this Plan. <br />3) Designation of a Transportation Provider. <br />The Transportation Provider is a governmental entity, a non- <br />profit agency or a for-profit company which serves the trans- <br />portation disadvantaged population in a community and which, <br />to the fullest extent possible, reduces the fragmentation and <br />duplication of service provision among all the state or <br />federally funded agencies that provide services to transporta- <br />tion disadvantaged individuals. <br />J U L 211982 103 ROM '50 PAGE 6' <br />
