At the July 8, 1982, workshop, the Executive <br />Director for the Council on Aging indicated that if the <br />Council were to act as the Provider, they would need to hire <br />one additional employee. It is probable the Council on Aging <br />will request financial assistance of $12,000 to $15,000 from <br />the County in order to ini-tiate activities of the Transporta- <br />tion Provider. A possible 10% to 16% reduction of the County's <br />contribution may be anticipated in the second year of the <br />program. This reduction would be based on savings from the <br />coordinating efforts of the program. Because of the manner <br />in which the Council on Aging receives its funding, they are <br />unable to absorb the initial cost of beginning this program. <br />ALTERNATIVE 2: <br />The Commission designates itself as the Provider. This alter- <br />native would require either an additional employee responsible <br />to the''Couhty Administration, or allocation of tim&;from the <br />existing staff. The County has administrative experience and <br />resources, however, the assumption of departmental or County <br />responsibility will still require hiring additional staff. <br />Both alternatives are dependant on funding from the County <br />Commission. Because of the method by which the participating <br />social service agencies receive their funding, they are unable <br />to absorb the "front-end" cost of the coordination and admin- <br />istrative activities of the Program. The social service <br />agencies are funded primarily through State and Federal grants. <br />The funding is for the year following the application. In <br />addition, each of these grant applications has a set percentage <br />of cost for transportation and administrative activities. <br />Therefore, the agencies cannot adjust .their funding for this <br />fiscal year. <br />RECOMMENDATION: <br />In order to meet its contractual obligation as the Local Plan- <br />ning Organization (LPO) and to fulfill the requirement of <br />Chapter 427, staff recommends the following actions: <br />1) An additional workshop to include Commissioner Bird, a <br />representative from the Florida Department of Trans- <br />portation and those agencies involved in the Trans- <br />portation for the Disadvantaged Program be scheduled <br />for July 27, 1982. At that time, a more detailed <br />proposal and recommendation for designation of a <br />Transportation Provider will be drafted. <br />2) The Board of County Commissioners approve the Coordin- <br />ated.Transportation Development Plan and appoint a <br />Transportation Provider at a regular Commission <br />meeting on August 4, 1982. <br />- =4 <br />
