providing requirements in addition to those already existing by <br />virtue of Florida Statutes 5177.011 et. seq. <br />SECTION 3 <br />APPLICABILITY <br />The requirements set forth in this ordinance shall be <br />applicable to all portions of the unincorporated area of Indian <br />River County. <br />SECTION 4 <br />PURPOSE AND INTENT <br />The public health, safety, and general welfare of the <br />citizens of Indian River County require the harmonious and orderly <br />development of land within the unincorporated area of the County. <br />it is the intent of this ordinance to require within each new <br />subdivision; <br />a) conformity with minimum standards of subdivision <br />design, established by this ordinance, which will result in the <br />development of safe, stable communities, and the prevention of <br />unhealthy living environments; <br />b) the installation of necessary improvements to avoid <br />such improvements being a burden upon the taxpayers of the <br />community; <br />c) the efficient, adequate supply of utilities and <br />services; <br />d) the establishment of safe, adequate and convenient <br />patterns for the circulation of vehicular and pedestrian traffic; <br />e) adequate provisions for protective flood control and <br />drainage; <br />f) the control of pollution and erosion, safeguarding <br />the natural resources of the County; <br />g) adequate open space, light, solar rights, air, <br />privacy, and recreational area, and to prevent overcrowding of the <br />land and undue congestion of the population; <br />h) safety from fire, flood, natural disasters and other <br />dangers; <br />i) the reasonable, fair, and uniform application of <br />standards of design and procedures for the subdivision and <br />-3- <br />
