municipal or private utility representative prior to backfilling. <br />8) Final Inspection - Certificate of Completion. Upon <br />completion of construction of the improvements, the applicant <br />shall provide the Public Works Director with the following: <br />(a) a letter stipulating that construction of the <br />improvements has been completed and requesting final inspection <br />and approval. <br />(b) the testing reports and certificates of compli- <br />ance from material suppliers. <br />(c) two (2) sets of as -built construction plans. <br />(d) a document from a registered engineer with his <br />seal affixed certifying that the improvements have been con- <br />structed in conformity with the Land Development Permit and the <br />provisions of this ordinance. <br />(e) a document from the County Utilities Division <br />approving all utility installations. If a municipality or other <br />utility is serving the development with water or sewer, there must <br />be a document indicating acceptance of the construction of the <br />water system by the utility. <br />(f) release of liens, and affidavit that all liens <br />are released on all improvements required by this ordinance. <br />Upon receipt of the above items, the Public Works <br />Division and the Community Development Division shall review said <br />data and make a final inspection of the constructed improvements <br />and shall notify the applicant of any items of noncompliance with <br />the approved construction plans and specifications. A <br />certification of completion shall be issued by the Community <br />Development Director when all improvements are completed in <br />conformity with the approved design. This certificate shall <br />release the construction surety. <br />9) Term of Permit. A land development permit issued <br />under this section shall be void if construction does not commence <br />within one hundred eighty (180) days and shall expire eighteen <br />(18) months from the date of its issuance, regardless of whether <br />or not the work is complete, unless the Board of County <br />Commissioners grants an extension of time, in response to the <br />-31- <br />
