Engineer, Community Development Director, County Administrator, <br />and County Utilities Director, or their representatives, shall <br />have the right to inspect the project for the purpose of ensuring <br />that all improvements are being constructed in conformity with the <br />provisions of this ordinance, the approved preliminary plat, and <br />land development permit. The Public Works Director shall have the <br />right at any time, on or before the issuance of a land development <br />permit, to require the submission to him of the required data, <br />tests and reports specified in this ordinance. <br />7) Notification. The respective County divisions shall <br />be notified, in writing, with copies to the Community Development <br />Division, of the commencement and completion of the following <br />items of construction so that an immediate inspection can be per- <br />formed to assure construction in conformity with said approved <br />construction plans and specifications and the requirements of this <br />ordinance. If the County indicates that an inspector is not <br />available, and to wait would otherwise delay the project, then <br />this requirement may be met by submission of a certificate from <br />the engineer of record that all construction was completed in <br />accordance with the Land Development Permit. <br />(a) waterlines and sanitary sewer lines prior to <br />backfilling (Utilities Division). - <br />(b) stabilized subgrade (Public Works Division). <br />(c) curb and concrete work (Public Works Division). <br />(d) roadway base (Public Works Division). <br />(e) surface course (Public Works Division Y. <br />(f) permanent reference monuments and permanent <br />control points (Public Works Division). <br />(g) storm sewer (Public Works Division) <br />The failure to notify the respective divisions of the <br />commencement and completion of the construction of such items <br />shall be good cause to refuse to issue a certificate of comple- <br />tion until such further investigation is conducted to verify <br />compliance with the land development permit. All water and sewer <br />improvements must be inspected by the Indian River County <br />Utilities Director or his representative or the appropriate <br />-30- <br />
