8) BLOCK. A tract of land or group of lots bounded by <br />streets or other well-defined and fixed boundaries. <br />9) BOARD. The Board of County Commissioners of Indian <br />River County. <br />10) BUILDING PERMIT. The document issued by the <br />Building Department authorizing the applicant to initiate con- <br />struction activity in accordance with the most recently adopted <br />Building Code. <br />11) BUILDING SETBACK LINE. A line located a prescribed <br />distance inside the boundary line of a lot or parcel of land, the <br />purpose of which is to establish a yard onto which no structure <br />may encroach under the Zoning Regulations. <br />12) CERTIFICATE OF COMPLETION. That certificate issued <br />by the Community Development Division after final inspection of a <br />subdivision acknowledging that improvements have been completed in <br />conformity with the requirements of this ordinance and the <br />approved land development plans and specifications. <br />13) CERTIFICATE OF OWNERSHIP. An opinion of title pre- <br />pared by an attorney-at-law licensed in Florida or a certification <br />by an abstractor or a title company showing that apparent record <br />title to the land described and shown on.the plat is in the name <br />of the person, persons, or business entity executing the dedica- <br />tion, if any, as it is shown on the plat and, if the plat does not <br />contain a dedication, that the developer has apparent record title <br />to the land. The title opinion or certification shall also show <br />all mortgages or other encumbrances not satisfied or released of <br />record and shall be in the form set forth in the appendix to this <br />ordinance. <br />14) CLERK. The Clerk of the Board of County <br />Commissioners of Indian River County, Florida or the Clerk of the <br />Circuit Court of Indian River County, Florida. <br />15) CONSTRUCTION. The application of machinery, <br />building equipment, or techniques to a parcel of land including <br />grubbing or clearing. <br />16) CONSTRUCTION PLANS AND SPECIFICATIONS. The engi- <br />neering drawings, plans, specifications, tests and data necessary <br />-5- <br />
