Since the low bid received is considerably lower than the estimated cost, it <br />is recommended to mark additional roads for a total expenditure of approximately <br />$50,000.00. Indian River County roads generally exhibit deficient quality and <br />quantity of pavement markings resulting from the lack of scheduled maintenance. <br />To avoid potential tort liability claims and to aid motorists in unlighted <br />rural areas, an expansion of roads to be marked from this bid is strongly recom- <br />mended. <br />Air. Davis informed the Board that since the above memo <br />was written, staff's recommendation has changed. He noted <br />that during budget sessions, the Board did approve the <br />County getting into the road striping business and some <br />equipment was approved. There also was a recommendation for <br />us to get into signal maintenance, but that died for lack of <br />funding. Mr. Davis continued that if the $50,000 that is <br />available for striping this fiscal year were used to <br />purchase the equipment to get into the traffic signal <br />maintenance business, perhaps we could delay the striping <br />and possibly get into both businesses with monies from this <br />budget and next year -'s. The alternative would be to award <br />the bid for the striping and get it caught up, and when we <br />purchase the equipment next year, we will continue to stripe <br />our own roads from then on. He noted that this money was <br />anticipated to be encumbered this year and was not a <br />carry-over. <br />Discussion continued re various alternatives - i.e., <br />keep the money in cash carry -forward or possibly take the <br />$50,000 available this year and purchase the striping <br />equipment on an emergency basis so we could proceed to <br />stripe the roads ourselves rather than pay a contractor. <br />Commissioner Wodtke believed we should get the roads <br />striped as soon as possible, especially Kings Highway. <br />Discussion continued as to whether to do the striping <br />by contract or buy the equipment and do the striping as soon <br />as possible. The question of extra personnel arose. <br />Mr. Davis informed the Board that only one more person <br />would be needed, and this is included in their budget.
