Hoyt <br />July 30, 1982 <br />At its meeting held July 27, 1982, the Board of Trustees of <br />the Indian River County Hospital District rejected a request from <br />Aware Concerned Taxpayers that the Hospital District conduct pub- <br />lic hearings during the month of August, 1982, on the -_issue of <br />selling the Indian River Memorial Hospital. <br />While endorsing the concept of public hearings on the issue <br />of alternative forms of governance for the hospital, including its <br />sale, the Board of Trustees rejected ACT's demand that the public <br />hearings be held within such a short time frame. It is the opinion <br />of the Board of Trustees that it would not be in the public inter- <br />est for the Board to hold public hearings at this time beyond those <br />already being held by the hospital's Building and Long Range Plan- <br />ning Committee. It was the wish of the Board of Trustees that the <br />Board of County Commissioners be advised of the basis of the Board <br />of Trustees' opinion and the reasons for its rejection of ACT's <br />request. <br />As I explained to you in my letter of July 1, 1982, the Hos- <br />pital District has commenced a broad range in depth analysis of <br />alternative forms of governance for the Indian River Memorial Hos- <br />pital with a view towards finding the form -which -will provide the <br />highest level of health care in the most efficient and cost saving <br />manner. This activity is being pursued currently by the hospital's <br />select Building and Long Range Planning Committee with the assist- <br />ance of TriBrook Group, Inc., a highly respected national hospital <br />consulting firm. The Committee's task is a large and complex.one <br />.which, in the first instance, requires education of Committee mem- <br />bers with respect to hospitals in general and the economic climate <br />in which they now operate and can be expected to operate in the <br />future and, in the second instance, requires mature thought and <br />reflection as to which alternative will be in the best interest of <br />the community. The Committee is working on its task in a diligent <br />and responsible manner but still has important ground to cover. <br />The issues which must be dealt with in -reaching a conclusion <br />on this -matter are varied. Some of the issues can be expressed by <br />the following questions: <br />Which form of governance will provide the highest <br />quality of health care and best serve the health care <br />needs of the entire community at a reasonable cost? <br />Which form will be best able to provide affordable <br />capital for facility expansion as the community grows? <br />A IJ G 4 198273-A�xt�Ji F?? <br />
