Davis, P.E. , REFERENCES: Attached Subject Study to <br />Public Works Director Transportation Planning Committee <br />DESCRIPTION AND CONDITIONS <br />A traffic engineering study of the intersection of Oslo Road and 43rd Avenue <br />was presented with recommendations to the Transportation Planning Committee <br />during the June 8, 1982 meeting. The attached Intersection Study revealed the <br />following conditions: <br />1. Traffic volumes are approximately equal from all approaches to the intersection <br />and are relatively low. <br />2. Accident history reveals five (5) collisions occurring during the past twenty- <br />four (24) months - with.four of these occurring during the period January <br />through April, 1982, involving an injury or fatality. <br />3. Observed approach speeds exceed the posted speed limit (45 MPH). <br />4. Sight -distance for the intersection is not limiting to safe operation. <br />S. Existing traffic control devices are stop signs for the 43rd Avenue approaches <br />and an aerial, dual lens, flashing beacon. <br />ALTERNATIVES AND ANALYSIS <br />.Three alternatives identified and evaluated in the referenced study are herein <br />summarized: <br />A. Signalization <br />Based upon applicable warrants in the Manual On Uniform Traffic Control Devices <br />(USDOT, 1978) (the state -mandated traffic operations guide), existing traffic <br />volumes and accident history do not justify signalization. <br />B. Multi -Way STOP <br />Evaluation of this type of traffic control device based on the Manual revealed <br />insufficient traffic volume to warrant such control. <br />C. Maintain Existing Control (Flashing Beacons) <br />This alternative will involve improved maintenance of vegetation on intersection <br />corners, adjustment of warning and guide signs to obtained approach speeds, and <br />monitoring the newly installed flashing beacon (April, 1982). <br />RECOMMENDATION <br />Staff recommends Alternative C since signalization and multi -way stop warrants <br />are not satisfied and to determine the effectiveness of the new flashing beacon. <br />No collisions have occurred at the subject intersection since upgrading the <br />flashing beacon (4 months). <br />AUG <br />38 ��F 50 `Adt 789 <br />G 4 1992 <br />
