M M r <br />Alterations of over $5,000 must be sealed by an architect and/or <br />engineer, according to Building Department regulations. Extensive <br />electrical wiring will be required as well as a cemplete air-condition- <br />ing system. These requirements place this alteration beyond the <br />scope of County employees. <br />Staff feels considerable money can be saved if separate contractors <br />for each trade needed can be hired individually. <br />Alternative "A" <br />Authorize Staff to seek an architectual firm to provide the <br />necessary drawings and specifications for this project. Architects <br />could work with Civil Defense to design an efficient working area <br />for an EOC and ensure all codes are met in construction. <br />Alternative "B" <br />Authorize Staff to seek an alternative location requiring <br />less alterations, therefore deleting the need to hire an architect. <br />Possibly a leased space would be more suitable as a short term <br />solution to Civil Defense's space problems. <br />Alternative "C" <br />Include a EOC in the plans for the Douglas Elementary School <br />site. This area would be available on October 1, 1982. This may <br />preclude the need for an architect as remodeling for a temporary <br />location would be minimal. <br />RECOMMENDATION <br />Staff recommends approval of Alternative "A": The renovation of <br />this space would leave it available to future expansion of other <br />County offices when Civil Defense is moved to the new Jail. <br />FUNDING <br />No funds are presently budgeted; therefore staff recommends use of <br />Board of County Commission Contingency fund, account #001-199-513-99.91. <br />Mr. Williams stated that staff recommended Alternative <br />A, and added that no structural changes would be made. <br />Commissioner Fletcher asked if this move would be a <br />temporary one for Civil Defense. <br />Lee Nuzie, Civil Defense Director, responded that staff <br />felt if they do make a move, it would be permanent; they do <br />not know if they would affiliate with the jail or not. <br />Discussion followed about a stand-by generator, and it <br />was determined that there was one available in the building. <br />The Board briefly reviewed the fact that the estimated work <br />would go over $5,000 and an architectural firm would have to <br />be sought. <br />7 -3 <br />AUG 41982 42 <br />
