It was <br />voted on and carried with a vote of 4 to 1, <br />with Commissioner Fletcher voting in opposition. <br />ROSELAND DRAINAGE DISCUSSION <br />Public Works Director Davis explained the problem some <br />of the residents were having in Roseland with poor drainage. <br />He elaborated on the 300 acre water shed area, which is the <br />location of the trouble area. Mr. Davis stated that there <br />has been 37" of rain since January, 1982 and the 5" of rain <br />that we had several weeks ago caused Mr. Winkler, as well as <br />Mrs. Tillie Mesec,.to have flooding problems. Mr. Van De <br />Voorde also lives in the area but did not receive the extent <br />of the flooding experienced by the others, he noted. <br />Representatives of the St. Johns River Water Management <br />District came and looked over the situation but have not <br />offered any solution to the problem as yet; they are still <br />communicating with the District. Mr. Davis felt that in <br />order to rectify the problem, some kind of a ditch should be <br />constructed - a lateral ditch with perhaps three graded <br />ditches and easements on to the Sebastian River for an <br />outfall situation. He thought it would be costly and <br />estimated $10,000 for excavation. Clearing the areas and <br />installing some 60" pipes under Roseland Road would be <br />approximately $100,000 for the improvements to install some <br />kind of an outfall system, he reported. Mr. Davis noted <br />that this was all on private property. <br />Pat Flood, Mayor of Sebastian, stepped before the Board <br />and said that Mr. Lloyd, Engineer, had a topo that was done <br />by the Navy back in 1943, which he would try to obtain from <br />him.
