r <br />1 �K 50 r cz 8GO <br />AUG 41992 <br />taking about 10 acres at the airport for making a retention <br />pond and using the natural slough as an.over-flow. <br />The Chairman suggested the Board authorize Mr. Davis <br />and his staff to work with the people in Sebastian to come <br />up with some approach as well as dollar figures. <br />A representative from the St. Johns Drainage District <br />talked about the request for them to furnish the sand, but <br />stated that they could not expend the money for the sand. <br />He felt the best approach would be to have return wells to <br />return the water back to the aquifer. <br />Commissioner Fletcher thought one pond would help the <br />situation. <br />MOTION WAS MADE BY Commissioner Lyons, SECONDED <br />by Commissioner Fletcher, that the Board <br />authorize the engineer to work with the City <br />of Sebastian and the St.. Johns River Water <br />Management District and come back to the Board <br />with a suggestion for a solution to this problem, <br />possibly setting up a district to pay for this. <br />Commissioner Fletcher commented that Mrs. Mesec and Mr. <br />Van De Voorde would give easements as needed for improving <br />this situation. <br />An engineer from Sebastian stated that any solution <br />they came up with would involve the need for easements and <br />.-suggested acquiring those easements as soon as possible. He <br />added that they need the ability to over -flow, and to have <br />some access to the river. <br />Commissioner Lyons asked the Attorney if he had any <br />comment about the legal responsibilities -of the County since <br />the water shed under discussion was not in the County. <br />Attorney Brandenburg commented that the Board did not <br />have a responsibility, but the Board could do so legally. <br />
