It <br />was voted on and carried unanimously. <br />The representative from the St. Johns River Water <br />Management District stated that their engineers suggested <br />cleaning out the swales, getting the rights-of-way, digging <br />ditches, and putting in larger culverts. He commented that <br />he would tell them to get in touch with Mr. Davis, and added <br />that they would be glad to work with the City of Sebastian <br />and the County. <br />SPECIAL MASTERS - PROPERTY APPRAISAL ADJUSTMENT BOARD <br />Christopher Paull, Assistant County Attorney, reviewed <br />the following memorandum dated June 30, 1982 with the Board: <br />TO: Chairman and DATE: June 30, 1982 FILE: <br />Members of the <br />Board of County Commissioners <br />SUBJECT: Appointment of Special <br />Masters by 1982 Property <br />Appraisal Adjustment Board <br />FROM: Christoph Paull REFERENCES: Request by Property <br />Assistant ounty Attorney Appraiser's Office <br />This office has received a request from the Property Appraiser's <br />Office to initiate a discussion with the Board of County <br />Commissioners concerning the feasibility of having one or more <br />special masters appointed by the 1982 Property Appraisal Adjustment <br />Board (PAAB) for the limited purpose of hearing complex commercial <br />or industrial property assessment petitions. <br />Authority <br />Florida Statutes §194.032 (4) expressly authorizes the PAAB.-to <br />appoint special masters, when deemed necessary, to take testimony <br />and make recommendations which may be adopted by the PAAB as final <br />and binding without the necessity for further hearing by the full <br />Board. <br />Qualifications <br />A special master shall be either a member of the Florida Bar and <br />knowledgeable in the area of ad valorem taxation or a designated <br />member of a professionally recognized real estate appraiser's <br />organization with not less than five years experience in property <br />valuation. No special master selected to serve may present a peti- <br />tion before the PAAB in the year selected for service. In order to <br />compile a list of qualified individuals, the Clerk is required to <br />notify such individuals or their professional associations -to make <br />known that the opportunity to serve as a special master exists. <br />This list is to be compiled prior to the convening of the Board.
