MOTION WAS MADE by Commissioner Lyons, SECONDED <br />by Commissioner Wodtke, that this matter be referred <br />back to the Public Works Director to try to find a <br />way of maintaining this road without removing any <br />trees. <br />Question arose re the responsibility for maintenance, <br />and Mr. Davis explained that staff's recommendation is to <br />have the property owners submit a petition to pave the <br />internal roads and that the county not assume maintenance of <br />any of the improved roads that have not been maintained in <br />the past. <br />Dr. Holt believed the County has always had the respon- <br />sibility to maintain these roads even though the residents <br />have assumed this responsibility in the past. <br />The difference between roads being dedicated and being <br />formally accepted for maintenance was explained, and Mr. <br />Davis noted that we have had many requests for maintenance <br />from people who live on both dedicated and non -dedicated <br />roads, which is why a special form which sets out criteria <br />for evaluating roads was developed. <br />Discussion continued at length about road right-of-way, <br />possible liability arising from assuming maintenance, <br />standards required for roads, access problems if the large <br />acreage in the rear were to be developed in the future, and <br />the possibility of modifying County road equipment so that <br />it could grade in a smaller area. <br />Commissioner Wodtke noted that Smuggler's Cove and <br />other subdivisions on the beach have meandering narrow <br />roads, and he felt if the residents can get that road paved, <br />the maintenance problem would be solved. <br />Commissioner Fletcher asked if petition paving were <br />instigated for this area whether the large acreage in the <br />back owned by the Dales would be charged also. <br />67 <br />AUG 4 1982bog 50 �Ab_X19 <br />
