INDIAN RIVER COUNTY ORDINANCE NO. 85- 52 <br />AN ORDINANCE OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA,, RELATING TO EXISTING OR PROPOSED <br />WASTEWATER SYSTEMS ON ORCHID ISLAND WITHIN <br />INDIAN RIVER COUNTY, FLORIDA; PROVIDING <br />SPECIAL EFFLUENT LIMITS, DESIGN CAPACITY <br />AND SURGE CONTROL, FLOW MEASUREMENT, <br />MONITORING REQUIREMENTS, AND COMPLIANCE <br />DEADLINES, INCLUSION IN CODE, SEVERABILITY <br />AND EFFECTIVE DATE. <br />WHEREAS, the Hutchinson Island Resource Planning and <br />Management Plan requires that local governments within the planning <br />area adopt certain ordinances and standards by May 30, 1985, and <br />WHEREAS, the Board of County Commissioners of Indian <br />River County, Florida, desires to comply with the Hutchinson Island <br />Resource Planning and Management Plan by adopting the following <br />additional and supplemental requirements for wastewater treatment <br />plants located on Orchid Island within Indian River County; <br />NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF <br />COUNTY COMMISSIONERS OF INDI.At, RIVER COUNTY, FLORIDA, that: <br />cr.� Tnro 1 <br />SPECIAL. EFFLUENT LIMITS <br />All wastewater treatment plants located on Orchid Island <br />within Indian River County shall, as a minimum, be designed to <br />achieve an effluent, prior to disinfection, of no more than 15 mg/l <br />biochemical oxygen demand (BODS) and 15 mg/1 total suspended solids <br />(TSS) on an annual basis. Where more stringent effluent limits are <br />required by the Indian River County Division of Utility Services or <br />the Florida Department of Environmental Regulation, the more <br />stringent requirements shall apply. <br />SECTION 2. <br />DESIGN CAPACITY AND SURGE CONTROL <br />All wastewater treatment plants located on Orchid Island <br />shall be designed to meet the following minimum requirements: <br />(A) Wastewater treatment plants of a design capacity of <br />less than 20,000 gallons per day are prohibited. <br />(B) Wastewater treatment plants of a design capacity of <br />-I- <br />
