neighborhood node every mile or so and, consequently, a <br />market glut of more commercial than needed. <br />Commissioner Lyons felt an additional reason for such a <br />study is to avoid having a curb cut every 50' or so along <br />U.S.1. <br />Community Development Director King commented that it <br />is the intent to encourage flexibility in the nodal concept <br />and also try to provide a mechanism whereby the total <br />acreage allocated to a particular node would not be <br />allocated within the first month of the zoning process, <br />leaving nothing available for others who might wish to <br />utilize their property commercially. -Mr. King felt a market <br />study would place a burden both on the developer and the <br />staff who would have to review the study. His suggestion <br />was establishment of some policy in regard to'rezonings that <br />have been approved but where no construction is completed <br />within a certain period, requiring that such property <br />periodically be brought back for re-evaluation; this would <br />give the Board the option of putting commercial acreage that <br />is not being utilized back into the market. <br />Considerable discussion followed on Mr. Koehler's <br />comment that requiring proof of a market need could be <br />considered a restriction of free enterprise.
